Through the USM Policy on Shared Governance in the University System of Maryland (Policy I-6.00), the Board of Regents affirms its commitment to the fundamental principles of an institution-specific policy of shared governance. In general, UMBI faculty have multiple levels of representation through which the principles of shared governance are practiced. However, given the dynamic nature of institutional governance, it is understood that there may be occasions when institutional leaders must act in the best interest of the institution on major issues affecting the institutional constituencies without full benefit of the shared governance process. In such cases the representative bodies shall be informed in a timely manner and have an opportunity to comment on the issues.

Because UMBI has a minimum of administrative levels, faculty are welcome and encouraged to speak to the appropriate member of the Central Administration. These links to UMBI Central Administration and the Organizational Chart will help to identify the appropriate person to engage.
UMBI Faculty and Staff Senate
The Senate represents the staff, faculty, students, and Research Associates (postdocs) of UMBI. The Senate Chair reports directly to the President and is a member of the Senior Strategic Management Team (SSMT). Each Research Center is represented by two faculty Senators and two staff Senators. There is a Senator that represents all of the graduate students, elected through the UMBI Graduate Student Association, and a Senator that represents Research Associates (postdocs), elected through the UMBI Et Al Association. The Senate constitution and Senate bylaws (UMBI Policy I-6.00(B) and I-6.00(C), respectively) define the role and procedures of the UMBI Senate. The USM Policy on the Role of Faculty in the Development of Academic Policy delineates one of the roles of the Senate.
UMBI Research Council The Research Council is made up of and chaired by UMBI faculty and Center Directors. Their responsibility is to advise the President regarding UMBI's research direction, where resources should be directed, and how best to implement such strategic efforts. The Research Council does not currently have a web presence but Center Directors can address any questions one may have.
Center Directors and the Senior Strategic Management Team
Along with the Chair of the UMBI Senate, Center Directors serve on the Senior Strategic Management Team (SSMT) and report directly to the President. Their role is to serve as an administrative liaison to their faculty, support the directives of the President, drive the mission of their Center, and to support their faculty. The Center Director is the faculty's best source of information and the shortest conduit to the upper administration through the SSMT. The SSMT is comprised of the President, the Vice Presidents, the President's Chief of Staff, and the Center Directors.
VP-EPAT The Vice President of Education, Professional Advancement and Training (or designee) has many roles in faculty affairs. The VP-EPAT is an ex officio member of the UMBI Senate with the role of providing current information and guidance to facilitate the actions of the Senate. In general, the VP-EPAT serves as the advisor to faculty and Center Directors, and may serve as an ombudsman for issues regarding ladder-rank faculty. Research Associate and FRA issues are typically handled by the Human Resources. Additionally, the VPAA is responsible for the approval of all faculty, Research Associates and FRA appointments.
Council of University System Faculty The CUSF represents ladder rank faculty at the System level. The business of the CUSF can be found on the CUSF home page. Representation is determined by the number of faculty at each USM institution, and UMBI is represented by a single faculty member who is elected through the UMBI Senate. An alternate representative is also elected to serve when the primary representative is not available for a meeting.
