The Office of the Comptroller supports and oversees UMBI Centers in financial matters. The office has four functional areas: Budget and fiscal management, general accounting, contract and grant accounting and central administration support. In the area of budget, the office is responsible for the annual operating budget cycle, from the budget request submitted to the governor and legislature, through the working budget process and budget oversight and maintenance throughout the fiscal year. In contract and grant accounting, the office handles account creation and maintenance, billing and receivables, financial reporting and other sponsor correspondence related to fiscal matters, and effort reporting. General accounting provides financial oversight for UMBI and the research centers, prepares the semi-annual audited financial statements, manages the inventory system and oversees the UMBI working fund. The Comptroller's office serves as the primary contact for all audit matters. The office also acts as a liaison between UMBI and other campuses providing administrative and financial services including the financial accounting system, ARES, procurement, accounts payable, UM Purchasing Card, and travel.
